1. Executive Manager: Corporate Services

Key Performance Areas:

  • To provide a written basis for the Agency’s operations that informs legislation, regulations and the Agency’s Strategy document

  • Develop and monitor the effective implementation and compliance to all HR Policies, Systems, SOP by all the Agency divisions
  • Ensure functional and cross-functional HR value chain through workforce planning, learning and development, Performance management, Remuneration rewards and recognition, Employee Wellness, Employee Relations, Organizational Development and Organizational Culture, HR Technology and HR Service Delivery 
  • Ensure and facilitate the development of ICT Strategy that addresses ICT security, governance, business continuity, disaster recovery and the Master systems Plan, etc. 
  • Ensure compliance on all ICT Governance related issues (SLA’s; Reporting; etc.)
  • Ensure that clear and concise SLAs’ are developed and in place for service provision to clients and ensure the facilitation of a effective and efficient ICT service. 
  • Establish and ensure effective operation of Document, Records and Knowledge Management services within the Agency
  • Overseeing implementation of the Agency’s Performance Management and Development System and ensure well defined Performance Targets that are measured against the Set Targets for all Agency employees
  • Review performance of Corporate Services employees and prepare the required reports for management in accordance with organizational policies

  • Provide training and mentorship to all team members, evaluate performance and resolve all issues that arise
  • Budget Monitoring & Control: Develop and implement the annual budget for Corporate Services Division
  • Perform quarterly assessments and reporting on both Capital and Operational budget
  • Exercise financial management responsibilities by ensuring that the system of financial management and internal control is carried out diligently, the financial and other resources are utilized effectively, efficiently, economically and transparently
  • Ensure that any irregular, fruitless, wasteful and unauthorized expenditure and other losses are prevented
  • Ensure that all Agency assets under Corporate Services are safeguarded, maintained and managed effectively
  • Develop and implement Stakeholder Management Matrix
  • Ensure the enhanced Customer Satisfaction initiatives (Research; Customer Surveys, and Remedial Action)
  • Develop relationships and work effectively with persons, stakeholders and organisations that co-operate and work within and outside the BCMDA

2. Executive Manager: Property Management & Development

Requirements:

  • Postgraduate degree in any field within the Built Environment, Civil Engineering.
  • Registration with recognised Professional Body e.g. SACQS; ECSA etc.
  • Certificate in Municipal Financial Management (SAQA Qualification ID 48965)
  • Minimum of Ten (10) years management level, of which at least seven (7) years must be at senior management level
  • Proven experience in Property Portfolio management and Infrastructure Planning and Development
  • Strong experience in leading, supervising, and motivating a team of professionals
  • Solid understanding of financial management, experience in large CAPEX management and debt sourcing and funding
  • Knowledge of legislation related to compliance
  • Senior management experience in Property development or comparable environment

  • Oversee and ensure the facilitation of project funding for BCMDA projects to:
  • Oversee the development and implementation of fundraising policies, processes, procedures, norms and standards.
  • Oversee and ensure that accurate business cases and/or funding proposals are developed and submitted to the funding institutions.
  • Ensure that the Agency engages in a fundraising drive with funding institutions. 
  • Oversee the provision of effective and efficient planning service for BCMDA development initiatives to:
  • Develop and monitoring the implementation of planning policies, procedures and guidelines for all Agency projects.
  • Oversee the development of norms and standards for the planning and implementation of Agency projects.
  • Oversee feasibility studies and ensure proper conceptualization, preparation and approval of business plans for all Agency projects.

  • Ensure provision of a proper quality assurance exercise for all Agency projects both prior to and during the actual implementation.

  • Oversee the provision of effective and efficient Project Implementation Services to:
  • Develop and monitor the implementation of relevant implementation policies and guidelines for all Agency projects
  • Ensure the establishment and maintenance of a proper project management system for the Agency.

  • Oversee and ensure the provision of a legally compliant implementation service for all Agency projects.

  • Ensure provision of repairs and maintenance of Agency’s Property and Facilities to:
  • Oversee business operations of Agency property and facilities maintenance and repairs.
  • Develop and Implement a Facilities Maintenance Plan for the Agency.
  • Engage with the relevant local municipality, Agency divisions and organisation to pursue this mandate.  
  • Provision of effective and efficient People Management and empowerment to:
  • Ensure proper capacitation of the Property Planning, Development and Management function with appropriate skilled personnel to carry out the Agency mandate within the division in an effective manner.
  • Ensure Property Planning, Development and Management of  staff performance and application of the Agency Performance Management System and other Human Resources policies.
  • Communicate and engage Property Planning, Development and Management of staff on organisational and divisional plans, performance and related matters.

  • Exercise Financial Management responsibilities and within Property Planning, Development and Management to:
  • Ensure that the system of financial management and internal control established for the Agency is carried out diligently.

  • Manage spending of the infrastructure budget to achieve value for money.
  • Effective utilization of funds in compliance with the MFMA.
  • Property Planning, Development and Management Division to:
  • Analyse, identify, assess and manage risks at division level.
  • Maintain a sound risk management framework through an ongoing analysis and implementation of risk mitigation actions.
  • Develop and maintain a divisional risk and compliance register.

Key Performance Areas:

  • Facilitate the development of the Agency Strategic Plan for the Agency and cascades the strategic objectives into business units.
  • Align the Agency strategy planning to the MTEF Framework, the Management Plans as well as business processes of the Agency.
  • Facilitates and coordinates the development of the Agency’s Strategic, annual Performance and Operational Plans.
  • Ensure the Performance measures according to performance monitoring and reporting standards.
  • Manage the Agency’s performance in line with the MFMA and other relevant legislations.
  • Provide Management Committees and Executive Management Committee with analysis of organizational performance monthly and quarterly, and make recommendations for corrective measures, where necessary.
  • Develop Risk Management Strategy, Policy and Plans and report to relevant management structures on progress made.
  • Develop Service Delivery Improvement Plans, Service Standards and Charter, and develop an Annual Report in accordance with relevant legislations.

  • Plan for Strategic and Operational Risk Assessment and link Risk management processes with the Agency’s strategic objectives and the Annual Performance Plans.
  • Facilitates the establishment of Risk Management Strategy and evaluates all inputs for consolidation into a workable strategy to be approved by the Board.
  • Conduct formal Risks Assessments with all the departments in the Agency, meeting regularly with Executive Managers to discuss the process to be followed to meet the required standards with the successful outcomes.
  • Provide strategic advice to management on issues related to risk management.
  • Compile Risk management reports quarterly and submit to Risk Management Committee, Departmental Audit & Risk; Internal Audit; and Management Committees.
  • Assist with embedding risk management processes throughout the Agency by assigning responsibility and accountability for risks across processes, business units and strategic functions.
  • Ensure that internal financial controls in respect of financial and risk management issues are set up and implemented within all the departments in the Agency.
  • Provide support and assistance to the other departments in documenting the stated risks and develop a final Risk Assessment Report with a plan to deal with issues that require urgent attention.
  • Consolidate the Risk Assessment Reports from departments   to present to Management meetings, the Board and other relevant stakeholders.
  • Facilitates and coordinates the development of the Agency’s Strategic Plans, Annual Performance and Operational Plans in line with relevant legislations.
  • Compile monthly and quarterly programme performance reports as a mechanism for measuring delivery of the Agency’s strategic objectives.
  • Manage the development of Annual Reports for timeous submissions to the Board and other stakeholders.
  • Manage and enhance the Agency’s Performance Monitoring and Evaluation System.
  • Ensuring the department’s alignment to the planning, budgeting and reporting cycles for the Agency.

4.  Chief Financial Officer

  • At least NQF Level 7 in fields of Accounting, Finance or Economics
  • Chartered Accountant (SA)
  • Certificate in Municipal Financial Management (SAQA Qualification ID 48965)
  • Minimum of seven (7) years at senior and middle management level, of which at least 2 years must be at senior management level
  • Proven experience in financial planning, analysis and reporting
  • Sound knowledge of interpretation and application of legal framework of accounting in the local government and public sector
  • Auditing experience will be an added advantage
  • Strong experience in leading, supervising, and motivating a team of professionals
  • Knowledge of legislation related to Financial Management, and Supply Chain management, etc.

  • Provide advice and oversight in terms of current and new supply chain management contracts entered into by the Agency.
  • Ensure that all supply chain management reporting requirements as prescribed by the MFMA and relevant regulations are met.
  • Ensuring that the Agency maintains a management, accounting and information system that accounts for its assets.
  • Ensure that the Agency’s assets are valued in accordance with standards of Generally Recognised Accounting Practice (GRAP)
  • Chairperson of the Agency’s Bid Adjudication Committee (BAC).
  • Oversee the Agency’s financial planning and budgeting process to:
  • Provide inputs into the formulation of the medium-term objectives, policies, and strategies in support of the strategic and operational plans of the Division.
  • Ensure that the Agency’s strategic plan is consistent with the MTEF, MFMA, and Treasury Regulations.
  • Ensure that measurable outputs are specified per programme in the Agency’s budget.
  • Ensure accurate forecasting, budgeting and allocation of financial resources.
  • Oversee the establishment of procedures to facilitate effective performance monitoring, evaluation and corrective action
  • Ensure sound budgetary control and that expenditure remain within the Agency’s budget
  • Ensuring effective revenue collection and expenditure management to:
  • Ensure that the Agency has and maintains an effective management accounting and information system.
  • Ensure that the Agency has and maintains a system of internal control in respect of debtors and revenue as may be prescribed.
  • Collect timely deposit of revenue that is due to the Agency and prevent unauthorised, irregular, fruitless and wasteful expenditure.
  • Regularly monitor the Agency’s expenditure.
  • Ensure that maintenance of an effective system of expenditure control, including procedures for the approval, authorization, withdrawal and payment of funds.
  • Management of Financial Risks and Compliance to:
  • Adopt a proactive role in the identification, assessment, mitigation and monitoring of financial risks which might impact adversely the Agency’s strategic business objectives.
  • Ensure that internal and external financial and strategic risks relating to the Agency are mitigated.
  • Timely production of financial and Performance reports to:
  • Collect and correlate function-specific data and information.
  • Analyse and interpret data thereof and translate such data into knowledge for planning, decision-making and management reporting.
  • Stakeholder Management and Relations to:
  • Develop relationships and working effectively with persons, stakeholders and organisations that co-operate and work within and outside the BCMDA.

5. Chief Investment Officer

  • Bachelor’s degree in Investment & Finance or Economics from an accredited institution, Economics, Finance, complemented by a Master’s Degree with an emphasis on Finance or Economics or an MBA as an added advantage
  • Certificate in Municipal Financial Management (SAQA Qualification ID 48965) 
  • Investment and Finance
  • 7 years’ working experience in investment portfolio management
  • A strong senior management career track record of 5 years working in an investment and mature environment
  • Certified Practitioners in Investment Analysis & management 
  • In-depth Knowledge in Banking Sector
  • Strong experience leading, supervising, and motivating a team of investment professionals
  • Proven experience in Financial modelling and analysis

  • Support the Accounting Officer and the senior managers in the execution of their functions in terms of the investment management, applicable legislation and regulations.
  • Identify potential strategic investment trends and opportunities and form strategic partnerships with local and international investors, government departments, development agencies and other relevant stakeholders.
  • Analyze all client requirements and determine appropriate investment strategies for BCMDA and develop investment team to handle all the work that is required.
  • Maintain awareness of the competitive market landscape, expansion opportunities, industry experience, etc
  • Develop and maintain knowledge on all market securities plans and manage all portfolio management products.
  • Review performance of investment portfolio and prepare the required reports for management in accordance with organizational policies.
  • Provide direction and nurture development of future leaders within the Investment portfolio management to ensure sustainable succession.

  • Provide expert knowledge on all investment and financial activities for projects, manage project portfolio and evaluate efficient working of team members
  • Accountable for achievement of strategic financial milestones and to mandate budgetary structures to contribute to the success whilst also responding to the economic climate.
  • Identify and lead acquisition and merger opportunities with a view to grow BCMDA revenue.
  • Effective utilization of the division budget to ensure value for money and compliance to MFMA.
  • Prevent any irregular, unauthorized, fruitless and wasteful expenditure and any other losses within the portfolio.
  • Takes a leadership role in decision making on investments opportunities and equity arena with the BCMDA and its strategic partners.
  • Creates and maintains a team of professionals (internal or external) to promote investment opportunities, deal structuring and acquisitions.
  • Provide an interface with relevant Investment Committees and recommend new changes to existing policies and submit them for approval.
  • Drive the department’s performance in line with good Corporate Governance, compliance to statutory, legal and regulatory requirements, and manage the organization’s risk exposure and risk mitigation plans.
  • Develops and update the risk and compliance register for the Investment Portfolio of the organization.
